To date, the public security organs have investigated more than 80,000 clues to online rumors, investigated more than 10,000 online rumor cases, arrested more than 1,500 suspects, imposed administrative penalties on more than 10,700 people, and carried out more than 4,200 public rumors. Recently, the Ministry of Public Security announced 10 typical cases of cracking down on online rumors and illegal crimes.

The public security organs adhere to the “full chain, full platform, and full field” coverage, promptly discover and investigate illegal and criminal activities that use hot events to spread rumors and divert rumors, resolutely rectify illegal activities such as malicious staged photos and fabrication of rumors by self-media operators, and severely crack down on fabricating false epidemics. , dangers, disasters and other illegal and criminal activities. Focusing on key platforms such as social media, live broadcasts and short videos, the public security organs cleared more than 735,000 pieces of online rumor information and shut down 63,000 illegal accounts; they guided online platform companies to strictly implement the main responsibilities of network security management, and resolutely investigated and dealt with those who failed to fulfill their obligations. The main responsibilities and obligations were discussed, and the administrative penalty website was reviewed more than 590 times. At the same time, we actively mobilize all sectors of society to participate in various online and offline legal promotion activities, and continue to enhance the public's awareness of the rule of law and their ability to identify and prevent rumors through vivid forms such as explaining the law through cases.

In the next step, the public security organs will focus on key areas where online rumors are frequent, strengthen collaboration with relevant departments, actively promote comprehensive management of online public opinion ecology and source control, and resolutely curb the high frequency of online rumors.

The public security organs solemnly remind that the Internet is not a place outside the law. Netizens are requested to strictly abide by relevant laws and regulations, consciously regulate personal online words and deeds, continuously improve their ability to identify, prevent and resist online rumors, and “do not spread rumors, do not believe rumors, and do not spread rumors”, such as If you discover rumors on the Internet, you should promptly report them to the public security organs or corresponding website platforms.

Typical cases of public security agencies cracking down on online rumors

At present, the public security organs in Hangzhou, Zhejiang Province have imposed administrative penalties on Xu Mouyi, Xue Mou and the companies involved, ordered a public apology, and subsequently banned their accounts in stages. The Nantong Public Security Bureau in Jiangsu Province has imposed administrative penalties on Yang and his account has been closed.

2. The Shandong Public Security Bureau investigated and dealt with the rumor-mongering case of “feeding instant noodles to the hospitalized mother-in-law.” Since December 2023, Lin Moumei, a netizen in Liaocheng, Shandong Province, has posted 7 videos of “letting her hospitalized mother-in-law eat instant noodles” on the Douyin platform, triggering widespread dissemination and heated discussions on the Internet. 4. The Shanghai Public Security Bureau investigated and dealt with a case of establishing a “melon-eating group” to spread rumors and make profits. In a recent hot Internet incident, criminals maliciously spliced ​​photos and videos of unrelated people with information about the woman involved, created and spread a large number of rumors, arbitrarily insulted and slandered others, claimed to have explosive indecent videos, etc., and sent them through Group QR codes, advertising links, etc. attract a large number of netizens to watch paid WeChat groups and make illegal profits. After investigation, it was found that the persons involved had been consuming “gossip” traffic for a long time, collecting videos and pictures of hot events on the Internet for malicious splicing, concocting new “gossip”, and creating paid “gossip eating groups” for profit, resulting in a large number of online rumors and insulting and defamatory information. 5. The Hunan Public Security Bureau investigated and dealt with the case of fabricating rumors about the “wave of police resignations”. Ye Mouying fabricated and published the above rumors to attract attention and disrupt the normal order of society. The public security organs in Guangzhou, Guangdong have taken criminal coercive measures against six people, including Yang and Ye.
