According to reports, in the second quarter, the Ministry of Civil Affairs will actively promote the following civil affairs work –
The first is to accelerate and improve the hierarchical and classified social assistance system. Guide various localities to thoroughly implement the subsistence allowance and special poverty support systems, standardize the determination and adjustment of subsistence allowance standards, and study and improve policies and measures for temporary assistance and service-type assistance. Strengthen the identification and dynamic monitoring of low-income populations, and promote the integration of regular assistance policies for low-income populations with policies to prevent people from returning to poverty. Expand the functional applications of the low-income population dynamic monitoring information platform, strengthen monitoring and early warning, and promote the normalization of the inter-departmental information sharing mechanism.
The second is to accelerate the implementation of the 2024 central fiscal support for social organizations to participate in social services. Deepen the high-quality development project actions of industry associations and chambers of commerce, promote the legislation of industry associations and chambers of commerce and the legal construction of foundation registration and management, and formulate supporting implementation measures for the “Measures for the Management of Names of Social Organizations”. Implement four recommended industry standards: “Basic Terminology for Social Organizations”, “Guidelines for the Self-Construction of Industry Associations and Chambers of Commerce”, “Guidelines for the Self-Construction of Academic Social Groups” and “Guidelines for the Self-Construction of Social Service Institutions”. Continue to carry out the 2023 annual inspection of national social organizations.
The third is to promote the formulation of supporting system documents for place name management and continue to do a good job in the registration and announcement of place names. Select the first batch of pilot areas for the “Rural Famous Action” and summarize and promote experience and practices. Guide various localities to strengthen the investigation of hidden dangers in administrative boundary disputes, carry out safe border construction activities, and promote harmony and stability in border areas.
The fourth is to guide various localities to do a good job in applying for the pilot establishment of regional centers for relief management. The twelfth 6.19 National Relief Management Agency “Open Day” event was held. Deploy the project “Providing Coolness in Summer”. Guide local governments to carry out pilot projects for cross-departmental comprehensive supervision in the national funeral and interment field. Conduct the acceptance evaluation of the first and second batch of national marriage custom reform experimental zones and the recommendation and confirmation of the third batch. Completed the evaluation of the second batch of national comprehensive innovation trials of rehabilitation assistive devices. In conjunction with the implementation of the “Jingkong Integration Action”, promote the 2024 central lottery public welfare fund to support the community rehabilitation service demonstration plan for mental disorders.
The fifth is to supervise and implement the key points of the work of the National Committee on Aging in 2024, and work with relevant member units to carry out in-depth “four major actions”. Organize a series of investigations and studies, prepare for the convening of a national meeting of directors of the Office on Aging, and guide local civil affairs departments to actually perform their duties on aging.
The sixth is to guide the pilot areas of the comprehensive platform for basic elderly care services to carry out relevant work in a solid and effective manner. Work with relevant departments to launch a policy document on accelerating the development of rural elderly care services. Continue to promote the establishment of a model home-based community elderly service network. Guide all localities to continue to effectively provide meal assistance services for the elderly. Vigorously promote the professionalization of the elderly care service talent team.
The seventh is to promote the introduction of relevant measures to protect de facto unsupported children and further refine and improve the work procedures for de facto unsupported children. We will deepen the quality improvement actions of “Precision Management and Improved Services” and conduct pilot projects for the organization's high-quality development practice base. Organize and monitor migrant children and left-behind children.
Eighth, continue to promote and implement the charity law. Study and revise the “Measures for the Administration of Public Fundraising by Charitable Organizations” and the “Measures for the Recognition of Charitable Organizations”, and formulate supporting policies for charity laws such as the “Annual Expenditure and Management Expenses Standard for Charitable Trusts”. Continue to implement the “Sunshine Charity” project.
