At the scene, 78 high-tech enterprises were authorized to set up “Enterprise Workstations for the Protection of Intellectual Property Rights”. As of now, there are 185 high-tech enterprises in Changsha City and the Malanshan (Changsha) Video Cultural and Creative Industrial Park has set up an “Enterprise Workstation for the Protection of Intellectual Property Rights”.
The establishment of the “Enterprise Workstation for the Protection of Intellectual Property Rights” is an innovative initiative by the Changsha Municipal Public Security Bureau and the Changsha Intellectual Property Bureau to jointly protect intellectual property rights. It comprehensively integrates resources such as legal consultation, comprehensive services, and criminal crackdowns to provide all-round protection for the legitimate rights and interests of enterprises.
There are currently more than 7,800 high-tech enterprises in Changsha. Protecting intellectual property rights and safeguarding the legitimate rights and interests of enterprises has become an important task for the Changsha Public Security Bureau. It is understood that in 2023, the city's public security organs cracked a total of 110 criminal cases in the field of intellectual property rights, an increase of 27.91% compared with the same period last year, including 2 cases involving ministerial committees and 6 cases involving provincial governors, and 409 people were transferred for prosecution.
The Changsha Municipal Public Security Bureau has established a three-level linkage working mechanism of urban area, branch bureau, and police station. It has deployed 316 police officers to meet the needs of enterprises for innovation and development. They conduct regular discussions and regular door-to-door services for listed enterprises in the park, collect enterprise needs at the first time, and “check the pulse of enterprises.” Diagnose “difficult and miscellaneous diseases” of corporate intellectual property rights, and strive to solve problems such as weak awareness of corporate intellectual property rights protection and incomplete mechanisms. The relevant person in charge of the Changsha Municipal Public Security Bureau stated that when the legitimate rights and interests of enterprises are illegally infringed upon, they can call the reporting and complaint hotline or report on the “My Changsha” App. The public security organs will establish a mechanism for quick acceptance, quick filing, quick investigation and quick judgment of clues about intellectual property infringement crimes, focusing on key illegal activities such as infringement of corporate trademark rights, trade secrets and counterfeit patents, and openly show their swords to all kinds of illegal crimes that infringe on intellectual property rights.
