Chongqing implements policies in different categories, focusing on the renovation of old pipe networks on one hand and the construction of comprehensive pipe corridors on the other. It uses “embroidery skills” and leverages scientific and technological means to strive to avoid repeated excavation of underground pipe networks and continuously improve the level of refined management.

According to Xiao Yiyuan, on-site manager of Chongqing Science City Urban Construction Group Co., Ltd., the comprehensive pipe gallery is set about 10 meters below the ground. In the past, due to the complexity of underground pipelines and different management departments that did not understand each other, the same section of road might be excavated repeatedly. “When excavating a small section of the road, we will encounter more than a dozen underground pipe networks,” said a construction project leader.

The Chongqing Municipal Housing and Urban-Rural Development Commission collects information on various pipelines, builds a pipeline protection and management system, and develops an “e-Hutong” platform to facilitate everyone to communicate with each other and make underground pipelines clear at a glance.

Not long ago, a section of water pipes needed to be repaired on Xinpaifang 3rd Road in Yubei District. The project staff used the “eHutong” platform to publish project information and apply to understand the location and direction of underground pipelines involved in the road section. The system automatically matched the relevant ownership units. , and required each unit to respond within 5 working days whether the pipelines under its jurisdiction were involved, whether there were simultaneous construction needs, etc., greatly improving communication efficiency.

“After accurately understanding the direction of the underground pipelines, we carefully constructed the work to avoid damaging other pipelines. We used manual excavation near the pipelines and mechanical work in other areas.” The engineering staff said that after some industry players reported the need for simultaneous relocation, the two units collaborated construction, reducing the impact on traffic and the public, and completing it quickly.

Since Chongqing launched the construction of “eHuTong” in 2020, the platform has registered 335 management departments, 521 ownership units, and 157 construction and construction units. Tens of thousands of feedback messages have been received, and the number of third-party accidents has dropped significantly.

Careful management must also draw on technology. The detection robot crawls on the underground pipeline, and the “driver” on the road can watch the detection screen of the inner wall of the pipeline in real time through a tablet computer.

“Just like taking a CT scan, there is no need to dig roads and send workers down wells to check the underground pipe network.” Mu Songwen, site manager of the Qijiang Project of the Southwest Company of China Construction Second Engineering Bureau, said that in the past, it took one month to dig pipelines. It can be completed in about 4 days, and the cost is reduced by 30 to 40%.

In addition to government investment, Chongqing has also innovated the comprehensive pipeline corridor investment and financing model, guided financial institutions to support it, and issued ultra-long-term, low-interest loans. For example, the first phase of the Kaizhou District Comprehensive Pipe Gallery has a total investment of 480 million yuan, which is constructed using the public and social capital cooperation (PPP) model. The social investors are China Construction Fifth Engineering Group and China Construction Tunnel Consortium, and the Chongqing Branch of China Development Bank issued funds for the project.
